ANALISIS TINGKAT KESEHATAN BANK DENGAN MENGGUNAKAN METODE RISK BASED BANK RATING (RBBR) (Studi pada Bank Milik Pemerintah Pusat yang Terdaftar di Bursa Efek Indonesia Tahun 2011-2013)

Abstract

Bank sebagai lembaga keuangan yang berperan menghimpun dana, menyalurkan, dan memberikan jasa kepada masyarakat dituntut untuk terus menjaga kesehatannya sesuai dengan Peraturan Bank Indonesia No. 13/1/PBI/2011 tentang penilaian tingkat kesehatan bank. Penelitian ini bertujuan untuk mengetahui kondisi profil risiko, Good Corporate Governance (GCG), rentabilitas, permodalan dan tingkat kesehatan bank milik pemerintah pusat yang terdaftar di BEI dinilai dengan metode Risk Based Bank Rating (RBBR) selama periode 2011-2013. Jenis penelitian deskriptif dengan pendekatan kuantitatif digunakan dalam penelitian ini. Penelitian ini melakukan penilaian terhadap empat faktor RBBR, faktor profil risiko melalui rasio NPL, IRR, dan LDR, faktor GCG, faktor rentabilitas melalui rasio ROA dan NIM, dan faktor permodalan melalui rasio CAR. Hasil penelitian menunjukkan bahwa faktor profil risiko bank milik pemerintah pusat memiliki rata-rata NPL di bawah 5% dengan rata-rata IRR 107,01%, dan rata-rata LDR yang berpredikat cukup baik. Faktor GCG bank menunjukkan secara keseluruhan bank mampu memenuhi sebelas aspek GCG dengan rata-rata mendapat predikat penerapan GCG sangat baik. Penilaian terhadap rentabilitas mengindikasikan rata-rata rentabilitas sangat memadai. Faktor permodalan menunjukkan bank mampu memenuhi kewajiban penyediaan modal minimum sebesar 8%. Kondisi faktor profil risiko bank milik sebaiknya dikelola lebih lanjut agar bank terhindar dari likuiditas, sedangkan faktor GCG, rentabilitas dan permodalan diharapkan manajemen bank terus mempertahankan agar kesehatan bank milik pemerintah pusat tetap terjaga.   Kata Kunci      : tingkat kesehatan bank, metode Risk Based Bank Rating (RBBR)   Abstract   Bank is a financial institution whose primary role is raise funds, channel funds back, and provide other service to the public and must keep the soundness level of the bank with Bank Indonesia Regulation No. 13/1/PBI/2011 on the assessment of the soundness level banks. This study aims to to know the state of  risk profile, good corporate governance ( GCG ), earning, capital and the soundness of a bank owned by the central government which is listed on the Indonesia Stock Exchange are valued in a Risk Based Bank Rating (RBBR) over a period of 2011-2013.The kind of research descriptive with the quantitative approach used in this research.This research undertake an evaluation of factors in RBBR, risk profile factors through the ratio of NPL, IRR, and LDR, GCG factor, earning factors through the ratio ROA and NIM, and the factors through capital ratio CAR. The research results show that risk factors profile a bank owned by the central government had an average of NPL of the just under 5 % with an average IRR 107,01 %, and the average LDR which predicated good enough. GCG factor is a bank show overall bank been able to meet eleven aspect is with an average got is the GCG predicate of the application of very good. An assessment of the earning on average indicated it is sufficient. The bank capital indicate the bank able to fulfill obligations provision minimum capital by 8 %. The condition of risk profile bank should be managed so banks could avoid liquidity, while GCG, earning, and capital of the bank must be managed to continue maintain that the soundness level bank owned by the central goverment of staying awake.
