ANALISIS EFEKTIVITAS PENERIMAAN DAN KONTRIBUSI RETRIBUSI DAERAH TERHADAP PENDAPATAN ASLI DAERAH (Studi Pada Dinas Pengelola Keuangan Daerah Kota Blitar)

Abstract

This research aims to examine how much the income and effectiveness of various types of retribution contribution to local revenues, as well as the efforts of local governments, especially in the city of Blitar in increasing local retribution through intensification and extension programs. Data collection is done through interviews, and documentation. The method that used in this study is descriptive research method with a case study approach to present the facts about effectiveness and contribution of various types of retribution to local revenues, as well as the efforts of local governments and increasing reception of local retribution through intensification and extension programs. The results of this research conducted shows that the level of effectiveness of retribution income by the types over the period 2008 – 2012, overall effective. However, the contribution of local retribution toward the local revenue during that period still not in maximal expectations, and the intensification and extension programs which is conducted by the government is not optimal yet. Main factors that make the problem are the lack of public awareness and compliance of retribution payers and the lack of local government performance in increasing the local retribution.

Abstrak

Penelitian ini bertujuan untuk mengetahui seberapa besar tingkat efektivitas penerimaan dan kontribusi berbagai jenis retribusi daerah terhadap pendapatan asli daerah, serta upaya yang dilakukan pemerintah daerah khususnya Kota Blitar dalam meningkatkan retribusi daerah melalui program intensifikasi dan ekstensifikasi. Pengumpulan data yang dilakukan melalui wawancara, dan dokumentasi. Metode yang digunakan adalah metode penelitian deskriptif dengan pendekatan studi kasus untuk menyajikan fakta mengenai efektivitas dan kontribusi penerimaan retribusi daerah terhadap pendapatan asli daerah, serta peningkatan penerimaan retribusi daerah melalui program intensifikasi dan ekstensifikasi. Hasil penelitian ini menunjukkan bahwa tingkat efektivitas penerimaan retribusi daerah berdasarkan jenis-jenisnya selama periode 2008-2012 secara keseluruhan sudah efektif. Tetapi kontribusi retribusi daerah terhadap pendapatan asli daerah selama periode tersebut masih kurang, serta program intensifikasi dan ekstensifikasi yang dilakukan pemerintah belum optimal. Faktor penyebab hal tersebut adalah kurangnya kesadaran masyarakat dan kepatuhan wajib retribusi dalam memenuhi kewajiban retribusi serta kurangnya kinerja pemerintah daerah dalam meningkatkan retribusi daerah.
